What Is the GVFMC

The GVFMC is the Guaranteed Volume of Free Medical Care. It is a list of medical services paid for by the state on behalf of the patient regardless of whether the patient participates in MSHI: emergency care, care for socially significant diseases, care for pregnant women and children, as well as certain medicines under the subsidized medicine formulary. At Polyclinic No. 2, the GVFMC covers consultations with general practitioners, pediatricians, and some specialist physicians, as well as basic diagnostic tests.

What Is MSHI and What Does It Provide

MSHI is Mandatory Social Health Insurance. It expands the GVFMC and gives insured patients access to additional free consultations, tests, and treatment. The MSHI system is funded by employers, employed citizens themselves, and the state — the state pays contributions for children, students, pregnant women, pensioners, and persons with disabilities.

From January 1, 2026, the local budget plans to cover contributions for approximately one million non-working citizens who are unable to pay for themselves, as well as for officially registered unemployed persons.

How to Check Your MSHI Status:

  • “SaqtandyryBot” bot in Telegram
  • Calculator on the Social Health Insurance Fund website
  • “Qoldau 24/7” app
  • eGov.kz portal and eGov mobile app
  • Mobile apps of certain banks

The Patient Has the Right To

  • Choose a polyclinic and doctor within their administrative-territorial unit
  • Receive clear information about their diagnosis, treatment, and prognosis
  • Give consent to medical intervention or refuse it
  • Confidentiality of information about their health condition (medical confidentiality)
  • Submit a complaint if the quality or timeliness of care requirements are violated

The Patient Must

  • Provide the doctor with accurate information about their health
  • Follow the prescribed treatment regimen
  • Treat medical staff and other patients with respect
  • Notify the polyclinic in a timely manner if an appointment is canceled or rescheduled

The full list is established by the Code of the Republic of Kazakhstan “On Public Health and the Healthcare System”; the above is a simplified general summary.

Service Area

The polyclinic serves 17 medical districts in the Medeu District of Almaty, including Sarsenbayev, Shokay, Vernenskaya, and Penzenskaya streets and the adjacent buildings (some streets are assigned by even/odd building numbers). The full list of streets and district boundaries is available at the polyclinic reception desk.

If your address falls within this service area, you can register with the polyclinic — details are available on the page “Registration with the Polyclinic”.
